A man used to live in this house, but he had died before the beginning of the game, I believe it has a much nicer view of the ocean now then it did in the original game.
As per Fizz's suggestion, I replaced the steps texture on the cliffs with the ladder texture from the first dungeon, I think it looks much better now.

I was worried that the ladders wouldn't match the color scheme of the overworld (I havent played in a while), but it worked much better than I expected. *Claps*
